I am directed by Secretary Sir E. Grey to ack-

Gov

nowledge receipt of your letter marked 24977 of the

11th instant enclosing the draft of a despatch to the

Governor of Hongkong on the subject of direct com-

munication between His Excellency and His Majesty's

Diplomatic Representatives in the Far East.

I am to inform you in reply that Sir E. Grey

concurs in the terms of Lord Crewe's draft despatch

to Sir F. Lugard; he would however suggest that a

paragraph might be added to the draft, pointing out

that the objections raised by Sir F. Lugard in para-

graph 3 of his despatch of June 12th last are met to

Lov 24977

a considerable extent by the rule laid down in the

last sentence of Lord Crewe's despatch to His Excel-

I am, Sir,
